The embattled N.F.L. owner had reached a $6 billion deal in April with a group led by Harris but continued to seek higher bids. The franchise’s sale could be approved by the league at the end of this month.
Snyder’s fellow N.F.L. owners gave him every opportunity to restore the Washington franchise to respectability. He passed. Now he is giving them what they want most: his departure.
