Ukraine has charged four members of Russia’s National Guard with war crimes in Kherson. The four acted with such impunity, the authorities say, they did not mask their identities.
The testimony emerged in pretrial hearings in the Cole bombing case at Guantánamo Bay, where the war court is wrestling with the legacy of torture after 9/11.
The verdict capped a two-week trial that featured the testimony of former captives who detailed relentless beatings, waterboarding and murder by an Islamic State cell known as the Beatles.
